What does PayPal processor response code 5930 mean?
Checked
PayPal processor response code 5930 (CARD_NOT_ACTIVATED) means the card hasn't been activated, so the bank won't approve payments on it yet. A newly delivered card that hasn't been switched on yet is the typical case. The shopper should activate the card with their bank then pay again, or use another card meanwhile.

What PlatformDTC does
PayPal 5930 is not one of the processor codes PlatformDTC maps, so the decline is recorded under the Orders API issue PayPal returned, or as INSTRUMENT_DECLINED, a generic PayPal refusal, when there is none; the raw 5930 stays in the failure message. With Smart retry on, a PayPal subscription renewal then follows the PayPal ladder: up to 7 attempts at least 3 days apart, moved to the next payday within a week, inside a window of at least 24 days.
Why it happens
PayPal's label says the card isn't activated.
What the shopper can do
Activate the card through your bank's app or phone line, then pay again.
Or pay now with another card or your PayPal balance.
What the store can do
Tell the customer the card may need activating; it's the fastest fix.
On a renewal, a retry after the customer confirms activation is reasonable.
For developers
PayPal returns 5930 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is CARD_NOT_ACTIVATED.
Keep the raw code with the order. PayPal's label is the only official meaning, and the exact code tells support which branch of PayPal's table fired.
Frequently asked questions
- Will 5930 fix itself?
- Only when the cardholder activates the card. Retrying before that is refused again.
