What does PayPal processor response code 9500 mean?
Checked
PayPal processor response code 9500 (SUSPECTED_FRAUD) means the payment was declined because fraud was suspected. PayPal's instruction is: "Try using another card. Do not retry the same card." The store should show the shopper a neutral decline, not the fraud reason, and ask for another payment method. Genuine cardholders can clear it with their bank.

What PlatformDTC does
A PayPal card payment declined 9500 is stored by PlatformDTC as fraudulent and counted as permanent. On either retry schedule (the default Fixed schedule or Smart retry), automatic renewal attempts stop at once, the subscription is held past due rather than cancelled, and the customer is emailed a one-click way to add a new card.
Why it happens
A risk model, at the bank or at PayPal, judged the payment likely to be fraudulent. PayPal doesn't say which.
What the shopper can do
Use another payment method. If the card is yours, call your bank to confirm the purchase.
What the store can do
Don't retry and don't reveal the fraud reason at checkout; a plain decline message is enough.
If the same customer gets through on another card, review the order before shipping.
For developers
PayPal returns 9500 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is SUSPECTED_FRAUD.
Visa has a similarly named raw response code, 59 ("Suspected fraud"); in the Visa Core Rules (24 October 2026, Table 7-2) that code is category 2 at Visa, but PayPal says do not retry this code. PayPal's code list doesn't map its codes to Visa's, so treat this as context, not a translation.
Keep the raw code with the order. PayPal's label is the only official meaning, and the exact code tells support which branch of PayPal's table fired.
