What does Checkout.com 20003 “Invalid merchant or service provider” mean?
Checked
Checkout.com 20003 "Invalid merchant or service provider" says the payment failed because of a technical issue, not the shopper's card. Checkout.com's guidance is to request support if the issue persists. It usually points to how the merchant account is set up with the acquirer, so the store, not the shopper, has to fix it.

What PlatformDTC does
PlatformDTC classifies Checkout.com 20003 as a decline worth a second processor. Stores that chose PayPal card payments as their backup see the shopper offered PayPal card fields right after the refusal, with the same card-testing and block-rule checks applied before PayPal is called. Checkout.com 20003 is not yet in PlatformDTC's renewal table, so a renewal declined with it follows the store's normal retry schedule and is logged so it can be classified.
Why it happens
The bank or network did not recognise the merchant details sent with the payment, or the account is not enabled for this kind of transaction.
What the shopper can do
Wait a moment and try once more. If it fails again, use PayPal or another method; the card itself is fine.
What the store can do
If several shoppers see 20003, open a ticket with Checkout.com support with a payment reference. It is a configuration problem and will not fix itself.
For developers
The payment comes back with status Declined, response_code 20003 and a response_summary such as "Invalid merchant or service provider" (Checkout.com notes the text can vary by endpoint). Checkout.com's Visa table puts this code in category 2, which it pairs with recommendation code 02 (try again later); read processing.recommendation_code on the response.
