What does Checkout.com 20001 “Refer to card issuer” mean?
Checked
Checkout.com 20001 "Refer to card issuer" is a soft decline: the shopper's bank refused the payment and points the cardholder back to it. Checkout.com's advice is to try a different card or contact the bank. Nothing is wrong with your store; the bank wants a word with its customer before saying yes.

What PlatformDTC does
PlatformDTC can run a store's own Checkout.com account at checkout and reads 20001 as a refusal another processor may approve. If the store picked PayPal card payments as its backup, the shopper is offered PayPal card fields on the spot; the card-testing guard and the store's block rules still run first. A subscription renewal declined with 20001 gets one more try 48 to 72 hours later with Smart retry on; if the bank refuses again, the customer is emailed a link to add a new card.
Why it happens
Banks send a referral when something about the payment needs the cardholder's say-so: an unusual amount, a new merchant, or an account flag. The issuer gives no detail to the merchant.
What the shopper can do
Phone the bank using the number on the card, confirm the purchase, then try again. Paying with another card or wallet works straight away.
What the store can do
Show a friendly message offering another payment method. A referral does not clear by retrying every few minutes; wait for the shopper to act.
For developers
The payment comes back with status Declined, response_code 20001 and a response_summary such as "Refer to card issuer" (Checkout.com notes the text can vary by endpoint). Checkout.com's Visa table puts this code in category 4, which it pairs with recommendation code 02 (try again later); read processing.recommendation_code on the response.
