What does PayPal processor response code 5700 mean?
Checked
PayPal processor response code 5700 (TRANSACTION_NOT_PERMITTED) means the payment isn't allowed; PayPal's description adds "Outside of scope of accepted business." The card or account isn't set up to accept this kind of purchase. Retrying won't change that. The shopper should use a different card or method, and the merchant should check whether its business type is accepted.

What PlatformDTC does
PlatformDTC treats 5700 as transaction_not_allowed, a hard decline. On either retry schedule (the default Fixed schedule or Smart retry), nothing is retried on the same card; the merchant dashboard says the customer needs to pay with a different card, and the customer receives a signed update-card link (no login) plus up to 4 reminders per billing cycle.
Why it happens
PayPal describes it as outside the scope of accepted business: a mismatch between the purchase and what the card or merchant setup permits.
What the shopper can do
Pay with another card or with your PayPal balance.
What the store can do
Ask for another payment method rather than retrying.
If many customers get 5700, check with PayPal that your account is approved for what you sell.
For developers
PayPal returns 5700 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is TRANSACTION_NOT_PERMITTED.
Keep the raw code with the order. PayPal's label is the only official meaning, and the exact code tells support which branch of PayPal's table fired.
Frequently asked questions
- Is 5700 caused by the shopper's card or by the store?
- PayPal's label, TRANSACTION_NOT_PERMITTED, "Outside of scope of accepted business", does not say which side refused. If many different shoppers hit it, ask PayPal whether your account accepts this kind of sale; if one shopper hits it, they should try another card.
- Will 5700 clear on retry?
- No. PlatformDTC records it as transaction_not_allowed, a hard decline.
