What does PayPal processor response code 5650 mean?
Checked
PayPal processor response code 5650 (DECLINED_SCA_REQUIRED) means the bank declined because strong customer authentication was required and the payment didn't have it. The shopper must confirm the payment with their bank through a bank check such as 3-D Secure. Simply retrying without authentication will be declined again.

What PlatformDTC does
PlatformDTC treats PayPal 5650 as authentication needed (authentication_required). No 3-D Secure prompt can reach a customer who isn't there, so on either retry schedule (the default Fixed schedule or Smart retry) a renewal declined this way is not retried blindly: it is held past due and the customer gets an email asking them to confirm the payment with their bank.
Why it happens
Strong customer authentication (SCA) rules, common in Europe, require many online card payments to be confirmed by the cardholder. The bank refused the payment because that confirmation was missing.
What the shopper can do
Try again and complete the verification your bank shows (an app approval or a code by text).
What the store can do
Make sure your PayPal card setup triggers 3-D Secure when the bank asks for it.
For renewals, contact the customer: authentication can't happen without them.
For developers
PayPal returns 5650 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is DECLINED_SCA_REQUIRED.
Declined card payments can also carry payment_advice_code in processor_response, the card network's advice; store it next to the response code.
Frequently asked questions
- Why does 5650 happen on a payment that worked before?
- The bank decides when to ask for authentication, so a card that paid without it before can be asked for it now.
- Can a subscription renewal pass SCA without the customer?
- Not when the bank insists on a challenge. The customer has to confirm the payment themselves.
