Why it happens
The bank wants a voice check before approving. PayPal notes it as a point-of-sale scenario, where a cashier can phone the bank.
What the shopper can do
Call the number on the back of the card, then try again, or pay another way.
What the store can do
Online you can't make that call for the shopper; give them another payment option.
Retry once at most after the shopper has spoken to the bank.

PayPal returns 9530 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is HOLD_CALL_CENTER.
