Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 07 mean?
Checked
Code 07 is a Visa issuer response code in the ISO 8583 set meaning "pick up card, special condition (fraud account)". The bank has flagged the account behind the card for fraud and wants the card withdrawn. Visa places 07 in Category 1, "issuer will never approve", so the merchant must never resubmit that card. Treat the order with caution and ask for a different payment method without explaining the reason.

What PlatformDTC does
PlatformDTC treats a raw 07 as a hard stop. At checkout a Visa 07 is never moved to a backup processor. On either retry schedule, fixed or Smart retry, a renewal declined 07 is not retried; the subscription is held past due and the customer is asked, by a signed one-click link, to add another card. The customer email only says the card is no longer usable.
Why it happens
The issuer believes the account is being used fraudulently. It may be a stolen card number, a compromised account, or an account the bank has closed for fraud.
What the store can do
Do not run the card again: Visa forbids it for Category 1 codes. Show a neutral message, and if other signals on the order look risky (new email, mismatched country), hold the order. Do not tell the shopper the card was flagged for fraud.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "07"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. 07 is in Stripe's Visa table and not in Mastercard's. It is in PlatformDTC's never-retry list for both the renewal planner and the checkout routing table.
Frequently asked questions
- Should I tell the customer their card was flagged for fraud?
- No. Present it as an ordinary decline and ask for another payment method. Only the bank should discuss fraud flags with the cardholder.
- Can I retry 07 with a different processor?
- No. Category 1 means the issuer will never approve the card, on any processor.
