Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 13 mean?
Checked
Code 13 is an ISO 8583 issuer response code. Visa defines it as "invalid amount or currency conversion field overflow" and Mastercard as "invalid amount". The bank rejected the amount sent with the authorization, not the cardholder's funds. Visa does not name 13 in Categories 1 to 3, so it is Category 4, generic, with up to 20 reattempts in 30 days, but resending the same amount will not change the answer.

What PlatformDTC does
PlatformDTC has no rule for a raw 13; the processor's code decides. Stripe's invalid_amount is never retried: on either retry schedule the renewal is held past due and the customer is asked to check the amount with their bank or use another card. Any other hard processor code also stops at once. At checkout, Stripe's invalid_amount is never offered to the backup processor.
Why it happens
The amount field failed the issuer's checks: an amount the card cannot take, or a problem converting it to the card's currency. It is about the request, not the cardholder's balance, which is code 51.
What the store can do
Look at the amount and currency on the failed payment. Zero, negative or unusually large amounts, or a currency the card does not support, are the usual suspects.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "13"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. Visa: "invalid amount or currency conversion field overflow"; Mastercard: "invalid amount". Stripe has a separate decline_code invalid_amount for its own summary.
Frequently asked questions
- Does code 13 mean the customer has no money?
- No. Not enough money is code 51. Code 13 means the amount itself was not acceptable to the issuer.
- Will a retry fix code 13?
- Only if something about the amount or currency changes. The same request will be declined again.
