Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 12 mean?
Checked
Code 12 is an ISO 8583 issuer response code meaning "invalid transaction" on Visa and Mastercard. The card's bank will not process this transaction as submitted, for example because the card cannot be used for that type of purchase. Visa lists 12 in Category 1, "issuer will never approve", so the same card must never be resubmitted for it. The shopper should use another card or payment method.

What PlatformDTC does
PlatformDTC stops on a raw 12. A Visa checkout declined 12 is never offered to the backup processor. On either retry schedule, fixed or Smart retry, the renewal is not retried; the subscription stays past due rather than being cancelled, and the customer gets a one-click link to add a working card, re-sent up to 4 times per billing cycle.
Why it happens
The issuer considers the transaction itself invalid for this card. That can be a product restriction on the card or a transaction type the issuer does not support.
What the shopper can do
Pay with a different card, PayPal or a wallet. Calling the bank can explain the restriction, but the same transaction on the same card will not be approved.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "12"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. Both the Visa and Mastercard tables list 12 as "invalid transaction". Visa forbids resubmission; Mastercard's own guidance comes through its Merchant Advice Code.
Frequently asked questions
- Is code 12 caused by a typo?
- Not usually. A typo in the card number gives 14. Code 12 is about the transaction, not the digits.
- Can I retry code 12 tomorrow?
- No. Visa Category 1 codes must never be resubmitted for the same card.
