Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 03 mean?
Checked
Code 03 is an ISO 8583 issuer response code meaning "invalid merchant" on both Visa and Mastercard. The decline points at the merchant side of the payment rather than the shopper's card: the issuer would not accept it from this merchant or merchant setup. Visa lists 03 in Category 2, "issuer cannot approve at this time", which permits up to 20 reattempts in 30 days. A store seeing it repeatedly should ask its processor to check the account.

- No rule for this raw code; the processor's own code decides
What PlatformDTC does
PlatformDTC has no special rule for a raw 03, so the processor's own decline code decides what happens. With Smart retry on, that means a Stripe code such as generic_decline gets one retry 48 to 72 hours later, while an unknown code rides the funds calendar. The per-card network cap (Visa 20 declines in 30 days) still applies.
Why it happens
The code names the merchant, not the cardholder. Common reasons are on the acquiring side, for example a merchant account not set up for a card type or country. One isolated 03 can also be an issuer quirk.
What the store can do
If many different cards come back 03, contact your processor with a few example payments. Asking shoppers to re-enter card details will not help, because nothing about their card is wrong.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "03"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. Visa and Mastercard both list 03 as "invalid merchant". On Stripe, compare the decline_code and the outcome.reason to see how Stripe summarised it.
Frequently asked questions
- Is a code 03 decline the customer's fault?
- Usually not. It is about the merchant or merchant setup, so the customer can only work around it with another card or payment method.
- Can I retry code 03?
- Visa allows reattempts (Category 2, up to 20 in 30 days), but retries only help once the underlying setup issue is fixed.
