What does the PayPal PAYMENT_DENIED error mean?
Checked
PayPal's PAYMENT_DENIED error means PayPal itself declined to process the transaction. No further reason is given in the error. The buyer should try another payment method or contact PayPal about their account; the merchant can offer alternatives but can't override PayPal's decision.

What PlatformDTC does
PlatformDTC has no specific rule for PAYMENT_DENIED: it is treated as a generic decline and logged as unclassified so the team can review it. With Smart retry on, a PayPal subscription renewal declined this way follows the PayPal ladder: up to 7 attempts, each at least 3 days after the last, moved to the subscriber's next payday when one falls within a week, inside a window of at least 24 days.
Why it happens
PayPal's own systems declined the payment. The error carries no reason.
What the shopper can do
Pay with a card or another method; PayPal can explain decisions on your account.
What the store can do
Offer card payment as a fallback.
A spike in PAYMENT_DENIED across many buyers is worth raising with PayPal.
