Visa 13.8 chargeback: Original Credit Transaction Not Accepted explained
Checked
Visa reason code 13.8, Original Credit Transaction Not Accepted, means the recipient refused a credit pushed to their Visa card (an Original Credit Transaction), or such credits are prohibited by local law. The bank has 120 days from the credit's processing date to file. The only answers are a reversal the issuer ignored or proof the dispute is invalid; cardholder withdrawal does not apply.

What PlatformDTC does
PlatformDTC refunds customers by refunding the original charge through the processor (Stripe or PayPal), not by pushing a separate credit to the card, so its refunds are not Original Credit Transactions. PlatformDTC answers this kind of dispute with its standard evidence pack built from the order: customer name, email, IP address, billing and shipping address, items bought, carrier, tracking and ship date, the refund policy, and any refund already issued. With "Answer a chargeback automatically" switched on, it sends the response to the bank for you before the deadline.
What it means
An Original Credit Transaction sends money to a card, for example a payout or winnings. The recipient refused it, or the country does not allow it.
Why customers file it
Payouts sent to cards whose issuer or country does not accept them.
Evidence that wins
Visa allows only two answers for 13.8, and cardholder withdrawal does not apply.
- A reversal the issuer did not account for
- Proof the dispute is invalid
How to prevent it
- Check the recipient card can accept Original Credits before sending
- Use another payout method where they are not allowed
For developers
On Stripe the dispute object arrives with reason "general" and the card network's own code in payment_method_details.card.network_reason_code; listen for charge.dispute.created and read evidence_details.due_by for the deadline.
Consumer Dispute (category 13) disputes have a Dispute Response stage: the acquirer answers within 30 days, then the issuer may pre-arbitrate within 30 days of that response.
