Visa Compelling Evidence 3.0 (CE 3.0)
Updated
Visa Compelling Evidence 3.0 lets a merchant defeat a card-absent fraud chargeback by showing the same customer made earlier undisputed purchases.
CE 3.0 applies to Visa dispute condition 10.4, other fraud in a card-absent environment. Instead of proving the disputed purchase alone, the merchant shows a pattern: the same card was used for earlier purchases that the cardholder never disputed, with matching identifying data.
Visa's merchant guide sets the test: at least two prior transactions on the same payment credential, not reported as fraud, processed within 365 days before the disputed transaction and more than 120 days before the issuer filed the dispute. They must share the device ID, device fingerprint or IP address with the disputed purchase, plus other identifying data such as the customer account or full delivery address.
CE 3.0 also counts outside individual disputes. Visa's VAMP fact sheet says fraud reports that qualify for CE 3.0 are excluded from the VAMP ratio.
