What does PayPal processor response code 5120 mean?
Checked
PayPal processor response code 5120 (INSUFFICIENT_FUNDS) means the card didn't have enough available balance or credit to cover the payment. It is a soft decline: the same card may work once money is paid in or the bill is settled. The shopper can top up, use a lower amount, or pay another way; merchants should retry later, ideally after payday.

What PlatformDTC does
PlatformDTC files PayPal 5120 under insufficient funds (as insufficient_funds). With Smart retry on, a PayPal subscription renewal rides the longer PayPal ladder: up to 7 attempts, each at least 3 days after the last, moved to the subscriber's next payday when one falls within a week, inside a window of at least 24 days. The customer's email asks them to have funds ready by the retry date, and the subscription is held past due, never cancelled, if every attempt fails.
Why it happens
The balance or credit line was short at the moment of the charge.
What the shopper can do
Add money to the account or card, or use another card or your PayPal balance.
What the store can do
For one-off orders, suggest another method right away.
For subscriptions, timing matters more than repetition: retry when the customer is likely to have been paid, not several times in a day.
For developers
PayPal returns 5120 in processor_response.response_code on the capture (purchase_units[].payments.captures[]) or authorization of a card payment. PayPal's own name for it is INSUFFICIENT_FUNDS.
Visa has a similarly named raw response code, 51 ("Not sufficient funds"); in the Visa Core Rules (24 October 2026, Table 7-2) that code is category 2: reattempts allowed, up to 20 in 30 days. PayPal's code list doesn't map its codes to Visa's, so treat this as context, not a translation.
Declined card payments can also carry payment_advice_code in processor_response, the card network's advice; store it next to the response code.
Frequently asked questions
- When is the best time to retry 5120?
- After money is likely to have arrived, typically the customer's payday. Rapid repeat attempts rarely help and add declines to your record.
- Does 5120 mean the customer wants to cancel?
- No. It's a balance problem on the day of the charge, and many of these customers pay once funds arrive.
