Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 19 mean?
Checked
Code 19 is a Visa issuer response code from the ISO 8583 set meaning "re-enter transaction". The bank could not complete the authorization and is asking for it to be submitted again. Nothing is wrong with the card or the shopper's funds. Visa puts 19 in Category 2, "issuer cannot approve at this time", which allows up to 20 reattempts in 30 days. A fresh attempt a little later normally succeeds.

What PlatformDTC does
PlatformDTC files a raw 19 as temporary. With Smart retry on, a renewal is retried 2, 5 and 8 days after the first decline, four attempts at most, because short-lived faults recover early or not at all. The customer's email says their bank couldn't be reached rather than blaming the card.
Why it happens
Something interrupted the authorization at the issuer's end. It is a request to try again, not a judgement on the cardholder.
What the store can do
Let the shopper resubmit. Make sure your checkout uses an idempotency key or order reference so a retry never charges twice.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "19"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. Stripe's own reenter_transaction decline code covers the same situation. PlatformDTC maps both to its temporary category.
Frequently asked questions
- Will the customer be charged twice if they retry after code 19?
- No. A declined authorization takes no money. Use idempotency keys so your own retries can't create duplicates.
- How long should I wait before retrying 19?
- A short wait is enough at checkout. For renewals PlatformDTC waits 2 days, then 5 and 8.
