Card issuer response codes (ISO 8583) · Decline codes
What does card decline code 51 mean?
Checked
Code 51 is the ISO 8583 issuer response code for insufficient funds: Visa says "not sufficient funds", Mastercard "insufficient funds / over credit limit". The card's balance or credit limit could not cover the amount. Visa lists 51 in Category 2, "issuer cannot approve at this time", allowing up to 20 reattempts in 30 days. A later retry, once money is back in the account, can succeed.

What PlatformDTC does
PlatformDTC reads a raw 51 as insufficient funds even under a vague Stripe label like generic_decline. With Smart retry on, the renewal is retried on the subscriber's next likely payday for their country when one is within 7 days, otherwise 2, 5, 8, 13 and 18 days after the decline, at 14:00 local time, never twice in 24 hours. A prepaid card gets one payday retry. At checkout a Visa 51 is not moved to another processor.
Why it happens
The money is not there today: a low debit balance, a maxed credit card, or a prepaid card that hasn't been topped up.
What the shopper can do
Use another card or PayPal, or top up and try again.
What the store can do
For subscriptions, time retries to when money arrives instead of retrying daily. Tell the customer the next retry date so they can make sure funds are there.
For developers
On Stripe the raw issuer code arrives in charge.outcome.network_decline_code (here "51"), next to Stripe's own decline_code. Read it together with the card brand: the same two characters can mean different things on Visa and Mastercard. Mastercard sends 51 with MAC 01, 02 or 03, and MAC 24 to 30 name an exact wait (1 hour to 10 days), which PlatformDTC follows. Visa: from 24 October 2026 issuers must not use 51 for account verifications.
