What does Checkout.com 43101 “Potential fraud risk” mean?

Checked

Checkout.com 43101 "Potential fraud risk" means Checkout.com declined the payment at its own level because it had a high risk score. Your rules did not cause it; Checkout.com's platform-wide checks did. The shopper's bank never received the request, so a call to the bank will not change the result.
