PayPal sets its business fees country by country. A domestic PayPal payment costs from 2.9% plus a fixed fee in countries like the United Kingdom, Canada, Australia, France and Spain, up to 3.95% in Mexico. Payments from abroad add a percentage, converting currency adds about 3% to 4% over the base rate, and disputes carry a flat fee. Each page below copies the rates from PayPal's own fee page for that country, checked 31 October 2026.

How PayPal's price is built
Every PayPal business fee has the same parts: a percentage of the payment, a fixed fee set by the currency you are paid in, an extra percentage when the payer is abroad, a spread above the base exchange rate when money is converted, and a flat fee for each dispute or chargeback.
PayPal also sells card processing for cards typed into your own checkout (Advanced Credit and Debit Card Payments). In most European countries it costs much less than a PayPal account payment, for example 1.2% plus the fixed fee in the United Kingdom, France, Spain and Italy.
Reading the international fee
In the EEA, payments from other EEA countries carry no extra fee; payments from the United Kingdom add 1.29% and payments from anywhere else add 1.99%. Outside Europe the extra is a single figure: 1.5% in the United States, 1% in Australia, 0.8% from the US and 1% from elsewhere in Canada.

For cards typed into your own checkout, PayPal card processing is lower still in most of these countries: 1.5% in Australia and 1.2% to 1.9% across most of Europe (Germany: 2.99%).
